Project WISH (Women Into Staying Healthy), is a multi-faceted program funded by the U.S. Center for Disease Control and Prevention (CDC), to provide cancer education, screening, and diagnostic services to low-income District of Columbia women with little or no health insurance.

The Problem | Community Outreach to Low-income Women Living in the District of Columbia

Women ages 18 and older are eligible for a free annual clinical breast exam, Pap test, and pelvic exam. Women ages 40 and older are also eligible for a free annual mammogram. Free transportation and interpreter services are also available for appointments. Women are able to apply for Project WISH at participating clinics and hospitals throughout the city, outreach sites or by contacting Project WISH directly.

In order to retain their multi-year CDC contract, the District of Columbia Department of Health is required to identify, coordinate, and provide diagnostic services to low-income women in the District of Columbia.

The Solution | A Comprehensive Outreach to Identify Participants, Disseminate Information, and Coordinate Services

In a rapid start-up, V-Tech implemented a total outreach program to identify potential participants, disseminate information, plan and implement symposia, and identify and coordinate delivery of services to more than 8,000 low-income women within the District of Columbia's 10 square mile area.

V-Tech brought together more than 40 outreach, administrative, financial, call center, meeting planner, education specialists, project management, and support personnel to accomplish this project.

We developed outreach methods, informational materials, call center, and reporting tools to support the Department of Health's WISH program. We provided multi-lingual support including Spanish, Vietnamese, and Chinese. A monthly calendar of events was used to coordinate over 100 unique outreach events and opportunities over a five-month period. Staff worked with all levels of government and community leadership as well as with citizens in need of services.

This activity was completed in a five-month period, in which we tracked participants from initial contact through successful delivery of services. Reporting methodologies allowed us to identify problems and adjust outreach service delivery techniques.

The Result | Exemplary Service in the Administration of the Project WISH Program

V-Tech identified and brought into the program more 8,000 individuals in a five-month period, exceeding CDC requirements, and allowing the District of Columbia Department of Health to retain this multi-year grant.
